Personal Computers Blanket Purchase Agreement (BPA):

Under this contract, the Contractor shall deliver, furnish for Government use, or furnish for contractor use at a Government-owned facility, only personal computer products that at the time of submission of proposals were EPEAT Bronze registered or higher. Bronze is the first level discussed in clause 1.4 of the IEEE 1680.1 Standard for the Environmental Assessment of Personal Computer Products.

General Compliance Criteria

All devices must:

• comply with Energy Star ratings and EPEAT qualifications
• meet ADA requirements
• comply with Section 508 requirements
• be Trade Agreement Act (TAA) Compliant
• use returnable, recyclable, or remanufactured toner cartridges

The Government reserves the right to require, via technology refreshes and later request for quotations (RFQ) releases, that products meet the most recent version of the IEEE 1680.2 standard. Agency procurement guidance for technology transitions published in the Federal Acquisition Regulations will be followed as the standard is finalized, revised and published.

Over their lifetime, compared to products that do not meet EPEAT criteria, the 18,500 EPEAT registered electronics purchased by the U.S. Department of Agriculture in 2015 will result in environmental impact reductions including:

  • Reduce use of primary materials by 1,172 metric tons, equivalent to the weight of 32 tractor-trailer 18-wheelers
  • Avoid the disposal of 10 metric tons of hazardous waste, equivalent to the weight of 82 refrigerators
  • Eliminate the equivalent of 4 U.S. households’ annual solid waste—8.1 metric tons


Energy-Related Savings
EPEAT’s requirement that registered products meet the latest ENERGY STAR specifications means these products will consume less energy throughout their useful life, resulting in:

  • Savings of nearly 3.2 million kWh of electricity—enough to power 250 U.S. homes for a year
  • Avoidance of 4,111 metric tons of water pollutant emissions
  • Reduction of more than 593 metric tons of greenhouse gas emissions— equivalent to taking 427 average U.S. passenger cars off the road for a year
  • $239,250 in energy cost savings
